Convert from a 16:9 master
Most cameras and desktop editors still start at 16:9. To reach 9:16, crop 607×1080 or pad 1920×3414 from a 1920×1080 source.

TikTok Ads video specifications are the cited source for 9:16 at 1080×1920-class creatives. Organic in-app composer limits can differ; we would rather omit an organic row than guess.
From a 1920×1080 interview, crop 607×1080 or pad 1920×3414. Faces should sit in the vertical centre third before stickers cover the lower fifth.
The TikTok aspect ratio that fills the app is 9:16, commonly exported at 1080×1920. A landscape interview will show bars or lose the sides. Crop when the speaker is centred. Pad only when the stage cannot be cut. Leave room above the username and below the caption so type you add is not covered by the app buttons.
